STRATEGIC LEADERSHIP FOR STATE EXECUTIVES

BACKGROUND State executives face a number of managerial tasks and dilemmas that are more demanding than those found in business. Yet these executives have few opportunities to share their problems, to reflect on what they are attempting to accomplish, to discover what is happening in other states, or to learn what new ideas and best practices are being developed by both practitioners and scholars. The Governors Center at Duke University designed "Strategic Leadership" to meet the needs of experienced executives in state government. In the spring of 1990, Delaware's Management Development Institute arranged special offerings of "Strategic Leadership" and "Effective Negotiation for State Executives" by the Duke University staff. Since that time, three hundred and forty State Executives have attended these programs. Typical reactions include: "I thoroughly enjoyed this program. State Personnel is pleased to offer "Strategic Leadership for State Executives" again this year from March 25 through March 28 in Rehoboth Beach. PROGRAM PURPOSE Strategic Leadership has one goal: to provide state executives with the concepts of political leadership and public management necessary to help govern Delaware. The program concentrates on strategic issues - how to achieve a governor's long-term agenda and accomplish an agency's mission. Strategic Leadership focuses on public management in its political environment. Together, executives and faculty examine the challenges of political leadership - how senior executives can establish goals, revitalize bureaucracies, motivate people, create organizational capabilities, communicate ideas, and measure results. CURRICULUM Strategic Leadership concentrates on the key concepts of organizational leadership and the basic principles of political management; the faculty illustrate the value of these ideas by applying them to specific problems facing specific managers. This executive education program introduces the latest thinking about strategic leadership, tapping the best practices of State government and drawing upon current research being done at universities. Participants will also learn how to apply relevant ideas emerging in business, and in federal and local government, to specific state problems. FACULTY Robert D. Behn, director of the Governors Center and professor of public policy at Duke, has served as an assistant for urban affairs to the Governor of Massachusetts and taught at the Harvard Business School. He is co-author of Quick Analysis for Busy Decision Makers and author of Leadership Counts: Lessons for Public Managers. His articles have appeared in The New York Times, The Wall Street Journal, and The Washington Post. Vicky Patton is the executive director of The Governors Center. She served as legislative secretary to U.S. Senator B. Everett Jordon and has worked on numerous campaigns for Terry Sanford. She has been the controller of the Learning Resources Network and president of the Duke School for Children. ELIGIBILITY This program is designed for cabinet secretaries, agency heads, division directors, program managers, and other top executives. Participation will be limited. Applications are due in the Office of Management and Budget, Carvel Building, Wilmington, by March 9, 2001. SCHEDULE AND LOCATION "Strategic Leadership for State Executives" will be offered from Sunday afternoon, March 25, 2001, through Wednesday afternoon, March 28, 2001, at the Brighton Suites Hotel, 34 Wilmington Avenue, Rehoboth Beach, DE. All meals will be provided. Daytime schedules will be from 8:00 a.m. to 5:00 p.m. on Monday, Tuesday, and Wednesday. Sunday's sessions will run from 1:00 p.m. to 6:00 p.m. Group preparation will require at least two hours each evening on Sunday, Monday and Tuesday. Check-in is from 12 noon until 12:50 p.m. or after 5:00 p.m. on Sunday, March 25thth. Please note: the first session begins promptly at 1:00 p.m. Materials, case studies and a detailed agenda will be mailed to each participant in advance. COST The total cost per participant for the three-day course will be $1625. This includes the cost of training, course materials, hotel, meals and breaks. Cost of transportation to and from Rehoboth Beach is not included. When State Personnel approves an application, a written confirmation and an intergovernmental voucher (IV) will be returned to the participant. Then the IV should be processed by the agency so that it will clear the system before the beginning
of the program.
