Delaware Award for Excellence and Commitment in
State Service Nomination Guidelines

The Delaware Award for Excellence and Commitment in State Service is an annual statewide award given to five employees, or groups of employees (five or less), who exemplify the highest standards of excellence and commitment in State Service. Please note that groups of six or more employees are eligible for the Governor's Team Excellence Award.

Each department submits nominations for the Delaware Award for Excellence and Commitment in State Service. Each nomination must be endorsed by the Cabinet Secretary/Agency Head of the department. A nine-member Selection Committee reviews the nomination applications.

The Delaware Award for Excellence and Commitment in State Service is presented by the Governor at the annual Recognition Awards Ceremony held during Public Service Recognition Week. All nominees for this Award are presented with a certificate at this annual event held the first full week in May.

Each recipient of the Delaware Award for Excellence and Commitment in State Service will be presented with a personalized award and a $3,000 cash award, minus appropriate tax withholdings. In addition, photographs of all recipients are added to the Office of Management and Budget, Human Resource Management's Statewide Employee Recognition Program website.

Nomination Process:

Each Cabinet Secretary/Agency Head may nominate and endorse individuals or groups of employees (five or less) who have already received or are scheduled to receive an agency level recognition award.

The number of nominations which an agency may submit for the Delaware Award for Excellence and Commitment in State service is dependent upon the number of agency full-time equivalent (FTE) positions.

If there is no agency award program or an insufficient number of nominees at the agency level, any State employee may nominate another State employee for the Delaware Award for Excellence and Commitment in State Service. The nomination should be submitted to the Cabinet Secretary/Agency Head of the department for which the nominated employee works.

Selection Process:

In March, the Selection Committee meets to review all nominations and select the top five nominees to be submitted for the Governor’s endorsement for the Delaware Award for Excellence and Commitment in State Service. Members of the Selection Committee shall include:

  • President Pro Tem of the Senate
     
  • Speaker of the House
     
  • Office of Management and Budget’s Human Resource Management Director
     
  • Cabinet Secretary or Agency Head
     
  • Union Official
     
  • 3 State employees; 2 shall be in pay grades 1 through 10
     
  • Representative from the private sector
